Hopps and Wilde express their love and admiration for each other. They, along with new friends Nibbles and Gary, expose the Lynxley family’s deceit in claiming they created the weather walls (when in fact, it was Gary’s reptilian ancestor Agnes that created them). The Lynxley family are arrested. Hopps and Wilde finally gain the respect of their fellow police officers, the Marsh Market is saved, and reptiles are welcomed to return to Zootopia.
Long Ending:
As the centennial of Zootopia approaches, a big celebration is being planned. The central part of the celebration is honoring the construction of the weather walls, which allows for different climates to exist simultaneously within Zootopia (thus allowing animals with different weather needs – like camels (desert) and polar bears (ice) – to live together). The walls were built by the Lynxley family, who are represented by patriarch Milton (voiced by David Strathairn) and his three kids Pawbert (voiced by Andy Samberg), Kitty (voiced by Brenda Song), and Cattrick (voiced by Macaulay Culkin). Meanwhile, despite Judy Hopps (voiced by Ginnifer Goodwin) and Nick Wilde (voiced by Jason Bateman) having taken down two corrupt mayors in the first film, they are not respected or liked by their fellow officers (who view their prior success as a fluke). Their boss, Chief Bogo (voiced by Idris Elba), orders them to attend partner therapy so they can communicate better and work more effectively (but they basically blow off the assignment). While investigating a crime scene, Hopps finds snake scales. This is strange since reptiles haven’t been seen in Zootopia for decades. This is largely due to the legend that reptiles wanted to stop the weather walls from being built, and that a snake named Agnes attacked and killed one of the Lynxleys’ servants to try and steal the plans for the walls. The scales convince Hopps that a major crime is about to go down, but none of her colleagues (except Wilde) believe her.
Undeterred, Hopps and Wilde sneak into a large gala where the Lynxley diary containing the original schematics for the weather walls are on display. Hopps’ instincts that something is afoot are proven correct when a snake named Gary De’Snake (voiced by Ke Huy Quan) attempts to steal the diary. She and Wilde pursue Gary to a room where Milton lies in wait. Cornered, Gary appeals to Hopps. The snake says that reptiles are good animals and that he is only trying to steal the diary because it is the key to proving that reptiles did not try to stop the construction of the weather walls. An irate Milton orders Gary killed and demands that Hopps and Wilde cover up what happened. A scuffle ensues that ends with it looking like Hopps and Wilde assisted Gary’s theft and attacked Chief Bogo (who arrived soon after the scuffle started and was accidentally bit and knocked unconscious by Gary’s venom). All three manage to escape, with Gary being rescued by a mysterious ally whose face is masked, and Hopps and Wilde being rescued by mafia boss Mr. Big (voiced by Maurice LaMarche) and his family (who developed a friendship with Hopps in the first film). Wilde and Hopps also are in possession of the diary.
Mr. Big informs the officers that the Lynxleys control everything and will be out to get them. This is proven correct when the current mayor – a horse named Winddancer (voiced by Patrick Warburton) – complies with Milton’s orders to declare a manhunt (animal hunt?) for the pair. Mr. Big offers to smuggle the partners out of town where they can lie low, but Hopps refuses and demands they continue investigating. Wilde reluctantly agrees. The two then meet a beaver named Nibbles Maplestick (voiced by Fortune Feimster), who runs a conspiracy podcast about reptiles and how they are actually good animals. Nibbles leads them to a hidden spot in a poor part of Zootopia called the Marsh Market (mainly populated by aquatic mammals like dolphins and sea lions) where reptiles still live in secret. There, one of the reptiles confirms that the diary likely holds a secret under the metal-bound cover. The police track Hopps and Wilde to the reptilian hangout and try to apprehend them. At the same time, Gary appears and steals the diary from Hopps and Wilde. A large chase scene breaks out and Hopps is almost killed while unsuccessfully pursuing the snake. After she is revived by Wilde, the partners get into an argument. Wilde says the case is not worth dying for and that they should just leave town. Hopps says that maybe they aren’t meant to be partners if he’s so willing to abandon the case.
As it seems the duo are about to split up, they are once again attacked by the police. Hopps is rescued by Gary and his secret ally, while Wilde is apprehended. In jail, Milton threatens to kill Wilde and destroy the Marsh Market unless Wilde gives up the Hopps’ location (which he refuses to do). Meanwhile Gary and his mystery ally take Hopps to their lair, where they reveal that Pawbert is Gary’s ally. Pawbert explains that he’s never been respected by his family, wants to be a good person, and knows a dark family secret that he wants to bring to light. Gary and Pawbert then explain it was actually Agnes the snake (who is one of Gary’s ancestors) that developed the weather walls. She (and the other reptiles living in Zootopia at the time) came up with the dream of animals living united in multiple climates. Pawbert’s ancestor was just an investor in Agnes’ project until he stole the diary and took credit for the plans. The Lynxley ancestor then killed the servant and framed Agnes so that the reptiles would be hated and driven out of the city. As the reptiles were fleeing, Agnes hid a patent showing she was the true creator of the weather walls somewhere in her home. Gary and Pawbert want to try and find Agnes’ home so they can recover the patent. Hidden beneath the metal cover of the diary is the original Zootopia map, which includes the area where reptiles lived. The area is now buried in a particularly snowy part of the arctic climate section of Zootopia.
Meanwhile, Nibbles helps Wilde escape from jail (releasing all the other prisoners as well, including the first film’s villain Dawn Bellwether (voiced by Jenny Slate)). With the help of Wilde’s friend Flash (voiced by Raymond S. Persi), they evade the police and track Hopps and company to an electric station where they are trying to restore the power to the abandoned reptile village. After Hopps and Gary successfully restore the power, Pawbert betrays and attacks them. He throws Gary onto a snow-covered ledge (where the cold-blooded reptile begins freezing), and injects Hopps with venom using a snake-fanged injector to make it look like Gary bit her. Pawbert explains that by finding Agnes’ patent and destroying it, he’ll finally gain the respect of Milton and his siblings while fully securing the legacy of the Lynxleys. Seeing Wilde and Nibbles on monitors, Pawbert confronts them too. Pawbert stabs Nibbles with the injector, and then he and Wilde get into a fight where they tumble outside. Meanwhile, Gary manages to make his way back inside and revives himself by using Hopps’ body heat to restore his full mobility. Gary and Wilde manage to wrest away antivenom that Pawbert stole from Gary, and then Pawbert tumbles off a ledge during their skirmish. Gary uses the antivenom to revive Hopps and Nibbles. In a private moment, Wilde and Hopps finally have an honest talk where they admit their mutual affection for one another, praise each other’s strengths (and acknowledge their respective weaknesses), and promise to be better partners. The four then see that Pawbert survived his fall.
The four pursue Pawbert to the Lynxley mansion where Pawbert has reunited with his family and Mayor Winddancer. The Lynxleys send Pawbert to destroy the patent while they try to kill the heroes. Winddancer finally turns against the Lynxleys and successfully subdues the villains alongside Gary and Nibbles. Meanwhile, Wilde and Hopps pursue Pawbert. After a fight, Pawbert is arrested and Hopps and Wildefind Agnes’ patent. Agnes’ reputation is restored and reptiles are welcomed back to Zootopia. Milton’s plans to destroy the Marsh Market are also abandoned. The other officers now truly respect Hopps and Wilde, and the other officers enroll in partner therapy to strengthen their own bonds too. Wilde and Hopps are closer than ever, and the film ends with them pursuing Dawn as she tries to flee to Australia. A post-credit scene implies that the next film will involve a bird-themed caper.
