Daniels (Bruce McGill) is in on it with the bad cops in the 15th precinct. Orin (Steven Seagal), Latrell (DMX), George (Isaiah Washington) And Hinges (Bill Duke) kill all the bad cops. Hinges kills Daniels. Orin decides to stay with the 15th precinct.
