Fred Rand (Jenny’s father), is behind the murders and has been setting Jake Mitchell up for them. He blames all his victims for being part, in some-way, to blame for not saving his daughter.
Fred is killed by Joe O’Conner in a shoot-out while trying to kill Lisa Monroe.
