Detective Tom Spellacy (Robert Duvall) concludes that a pornographic director Leland Standard killed Lois Fazenda. However, he was killed in a car accident twelve hours after the murder, leaving little actual justice for Lois’ parents. Tom later learns that Lois had sexual relations with several high ranking community leaders, including corrupt businessman Jack Amsterdam (Charles Durning).

After Brenda, a brothel madam and friend of Tom dies of an apparent suicide and knowing she called Amsterdamn hours before, Tom decides to go scorched earth, ultimately holding him responsible.

Tom tells his brother, Desmond (Robert De Niro) that he plans to arrest Amsterdam regardless. Amsterdam is brought in for questioning as is Desmond. Though Amsterdam has an airtight alibi for the murder, his public image is clearly tarnished. As for Desmond, being so close to the scandal derails his rising career in the church.

Years later, Tom meets his brother at a small parish he was exiled to. Desmond tells Tom he is dying. Tom apologizes for what he did, but Desmond absolves him, saying his actions actually saved him and his soul. The film ends with the two brothers discussing the plot where Desmond will eventually be buried..
