When Frank (Emilio Estevez), John (Stephen Dorff), Mike (Cuba Gooding Jr.), and Ray (Jeremy Piven) escape up to the rooftops of a row of apartment buildings while running from Fallon (Denis Leary), Sykes (Peter Greene), Travis (Michael Wiseman), and Rhodes (Erik Schrody), Ray decides to stay behind on one of the rooftops while the others flee to another rooftop in the hope of bribing Fallon into letting them go. However, when Ray is confronted by Fallon and his men soon after, Fallon ends up refusing to take his bribe and sends him over the edge of the rooftop to his death on the ground below. Frank, John, and Mike then get chased down into the sewers, and Fallon and company go in different directions to look for them.

After Frank, John, and Mike reach a large area of the sewer that has a ladder that will take them back up to street level, Mike decides that he has had enough of running from the criminals and declares to the others that they are going to have to take a stand right here and now because it is the only chance they have of making it out of this situation alive. The others agree with him, so they arm themselves with pieces of pipe and wood and take positions close to the three entryways to the area. Sykes enters first, and though he comes close to shooting and killing Mike in a sneak attack, Frank stops him before he can do it, and then he and Mike relieve him of his revolver. Mike points the revolver at him and orders him to not move, but when Sykes tells him that he will suffer the same fate as Ray if he doesn’t give him his gun back, Mike fires a bullet into his chest and kills him. He and the others then climb the ladder back up to the street when they hear the other criminals drawing near, and Fallon and company find Sykes’ body soon afterwards. When Travis complains to Fallon that he didn’t sign on for this kind of stuff and that Fallon’s need to get rid of all witnesses has resulted in the death of his best friend, Fallon loses his temper and drives his elbow into Travis’ face, then grabs him by the back of the head and holds his head underwater until he drowns.

Frank, John, and Mike eventually make their way to a presently-closed swap meet, and after noticing that they have 24-hour security, they see an opportunity to get the help that they need, so Mike smashes open one of the front windows to set off the alarm. They then walk inside and call out for the guards until two of them find them, and one of them watches the three friends while the other runs off to turn off the alarm and call the police. Unfortunately, as the guard is making the call to 911, Fallon and Rhodes suddenly appear behind him, and Fallon kills him by driving his knife into his back. Meanwhile, Frank and company try to tell the other guard that they have been running from some crooks who want to kill them, but the guard steadfastly refuses to listen to anything that they have to say, especially after he finds Sykes’ revolver on Mike. Fallon then gets over the P.A. system to announce his presence and taunt the three friends, and the guard quickly comes to think that Fallon is with them and orders them to tell their “friend” to get down here now. Seconds later, Rhodes shows up and shoots the guard dead while aiming for Mike, which subsequently triggers a cat-and-mouse game between the two parties. Eventually, Rhodes finds Mike, and though he manages to shoot Mike in the abdomen, Mike uses the last of his bullets to kill him.

Moments later, Fallon locates the wounded Mike and calls out for Frank to come and get his friend. Frank thus yells and runs off towards somewhere else in Fallon’s field of vision in order to get him to follow him, which gives John a chance to collect Mike and try to get him somewhere safe. However, as they go, Fallon randomly spots them and fires a bullet at them, and the bullet goes right through John’s left leg. Frank picks up Rhodes’ gun and starts trading shots with Fallon while helping John and Mike get away, and the three friends manage to get into a freight elevator and escape to the top floor of the market. Frank hides John and Mike in a broom closet up there, but not before telling them that he is going to get help, and then he takes off to both do that and deal with Fallon. He goes into the security office where the body of the guard that Fallon killed is laying in, and after noticing that Fallon cut the phone’s receiver cord, he finds and activates a silent alarm to bring the police here.

Soon after, he notices that Fallon is close to discovering John’s and Mike’s hiding spot, so he calls out to Fallon and draws him away from them. He eventually ambushes Fallon and starts a vicious brawl with him, and though Frank manages to make him lose his weapon, Fallon initially gets the better of him and beats him to the ground. However, after Fallon tells him that he fully intends to pay a visit to his wife, Linda (Christine Harnos), and his infant daughter after he kills him, knowing where his house is because he got a hold of his wallet during the long pursuit, this enrages Frank so much that he quickly gets up and starts nailing Fallon with some heavy hits. The last hit causes Fallon to go up against a wooden railing overlooking a staircase below, and the railing gives out and threatens to make him fall. Fallon asks for Frank to help him, but it turns out to be a trick when he grabs Frank’s arm and threatens to take him down with him. Thankfully, Frank prevents this by kicking him in the torso, which causes Fallon to lose his grip and fall and crash hard on the stairs, dying on impact. After he checks to see that Fallon is truly dead, Frank breaks into an administrative office to call 911 on the telephone, but shortly after he starts speaking to the operator, he is surprised by a police officer, who has arrived to investigate the silent alarm and thinks that Frank is engaging in criminal activity here. However, the misunderstanding is quickly cleared up when the cop’s partner comes in and tells him that he found John and Mike and that the whole marketplace looks like a battleground.

More cops and the paramedics are called in, and John and Mike are taken to a hospital to be treated for their injuries. One of the cops comes up to Frank and gives him his wallet back, which Fallon dropped on the ground in the closing moments of their fight. Frank then receives word from another officer that Linda is waiting for him outside, so he heads out to greet her.
