Neil Shaw (Wesley Snipes) has been puppeted since the beginning by Eleanor Hooks (Anne Archer), under the coverage of the UN secret agency. Shaw’s colleague Robert Bly (Michael Biehn) killed Ambassador Wu, then he staged his own death, framing Shaw. After this, Bly continues his dirty work, in order to create a “casus belli” against China.
Neil gains the collaboration of Marie, a chinese interpreter. Together they find their way to the UN HQ, killing Bly and unmasking Hooks’s conspiracy.
In the end Ms. Hooks is shot by her driver (a chinese assassin) in revenge for the killing of the PRC ambassador. Shaw stages his death (with a little help from Frank Copella of the FBI) and restarts a new life (in France) with Marie.
