After his brother is killed in prison, and he learns his wife Lynn (Amy Smart) and their newborn son are being subtly threatened, contract killer Jesse Weiland (Matt Dillion) agrees to be a confidential informant for Det. Bud Carter (Willem Dafoe) and the government in exchange for immunity and protection for his family.

However, just as he is beginning to procure evidence against his boss Lutin Adams (Tom Berenger), his undercover status is exposed and he is badly wounded. While in the hospital he learns from Carter that Lutin got to his family, killing his wife and son with a car bomb.

Enraged, Jesse goes after Lutin’s men. After confirming from Catfish Stanton (John Edward Lee) that Lutin had his brother murdered, and that Catfish personally killed his family, Jesse hangs him. He then storms a nightclub where Lutin was having a meeting with other crime bosses, a meeting Carter and his men where staking out. Jesse fights Lutin, only to be fatally stabbed multiple times. However, he distracts Lutin long enough for Carter to arrest him. Jesse dies, saying he “got the bastard.”

Carter later reads Jesse’ obituary, somewhat regretful that Jesse died alone with his entire family line destroyed. Carter meanwhile, looks at the obituary of his estranged father; he had reconciled with him, took his name, and received his inheritance. The film ends with Carter getting one hour alone with Lutin, obstinately to get more information out of him, and also enact some small justice for Jesse and his family.
